Dr. Bowman formed the Public Safety Specialist’s Group (PSSG) shortly after his retirement from the Illinois State Police in 1999.  PSSG was created to provide an array of consulting and training services for public safety agencies in the United States. His thirty-year tenure with the Illinois State Police included command positions such as Accreditation Manager, Community Policing, Inspection & Audits, Research and Development, Academic Services, Staff Services, Drug Enforcement, and District Commander. He served as a Special Agent Investigator in his earlier years investigating a broad spectrum of criminal investigations including illicit drug trafficking, white collar crimes, and general crimes.  He is a graduate of the FBI National Academy and held several leadership posts in its alumni organization, including Illinois state chapter president. He was selected as the Section III Representative while attending the FBI National Academy.

Dr. Bowman obtained both his doctorate and master’s degrees from Southern Illinois University at Carbondale, Illinois. His Ph.D. is in Workforce Education and Development, and his Master’s is in the Administration of Justice. Dr. Bowman served as adjunct faculty in the Administration of Justice department at SIU for five years after he completed his Master’s Degree.  His undergraduate degree is in secondary education from Illinois State University.  Dr. Bowman was hired in 1999 as a Professor in the School of Law Enforcement & Justice Administration at Western Illinois University, teaching undergraduate and graduate students in the subjects of policing, ethics, management, cultural diversity, and criminal investigations. He also served as the Director of the Institute for Applied Criminal Justice Studies at WIU which is actively involved with the development of research, education and training initiatives for the criminal justice professions, both nationally and internationally.

His international experiences include the development of partnership agreements with East China University of Political Science and Law in Shanghai, and the Russian Academy of National Economy and Public Administration in Vladimir, Russia.  Dr. Bowman’s lectures in the international arena include countries such as Afghanistan, China, Germany, Kazakhstan, and Russia.  His lectures are primarily before police and military officials in the international community seeking professional development opportunities in the subject matters of policing in the age of terrorism, leadership, critical incident management, community policing, role of the news media, and ethics.  He lectured 2015 to police and military officials on Ethics at the George C. Marshall Center for European Security in Garmisch-Partenkirchen, Germany, and in 2016 to the Guanghua Law School at Zhejiang University in Hangzhou, China, on Sino-U.S. Cooperation on Reducing Corruption.   Dr. Bowman has lectured and consulted for national and international firms such as CACI International and SGI Global LLC.  He also assists the Potomac Institute for Policy Studies, International Center for Terrorism Studies, Arlington, Virginia, on policy discussions about international relations and the role of law enforcement.  

For many years, Dr. Bowman served as a Certified Assessor for the Commission on Accreditation for Law Enforcement Agencies (CALEA), conducting more than twenty-five on-site assessments in the United States and in Canada.  He was selected by CALEA to serve on three Standards Review Task Forces in 1993, 1997, and in 2004. Due to his national reputation in law enforcement accreditation, Dr. Bowman was asked to serve on a federal task force designed to develop the Federal Law Enforcement Training Accreditation (FLETA) program, under the auspices of the Federal Law Enforcement Training Center (FLETC) at Glynco, Georgia.

He served for more than six years as a consultant for the Metropolitan Police Department in Washington, D.C. on policy and accreditation. He has consulted for agencies in the United States on numerous law enforcement subjects and has conducted evaluation projects of many agency programs and operational units. Dr. Bowman serves as a consultant and trainer for the St. Louis County Police Department, St. Louis, Missouri. He has published articles on law enforcement accreditation, community policing, risk management, ethics, and has guest lectured at the Institute for Police Technology and Management (IPTM) at Orlando, Florida on Staff Inspections and Internal Auditing.  Dr. Bowman instructs on Police Management for the Illinois Law Enforcement Training and Standards Board, Police Executive Institute.

His military experience consisted of service in the Illinois Army National Guard, assigned as a Captain in the Military Police, 233^rd Unit.
